How are Decks assembled?

There are 2 ways that decks can be decided:
1. By Skirmish
The available cards, for certain skirmishes, are pre-set. When doing a skirmish with a pre-set deck, you usually cannot pick your Guardian. In these missions you might get different starting cards each time you play, but the deck, as a whole, is the same.
2. By Guardian
The available cards are still pre-set, but each deck is themed to match the Guardian you chose. All of the skirmishes that share this deck-style use the same theme decks. These skirmishes are: Guardian of the Hill, March to Endrow, Master of the Drysden Portals, Defend the Northern City of Kall-Dera, The Highroad to Castle Stofia, The Tournament of Moir, Capture the City of Larue, The Conquest of General Reliz, and The Barren Wastelands of Brightagg.
