As i said in response to someone else:
That tutorial was for EAW but the principles are the same. If you install the Map Editor you don't need to extract the .meg files to get the xmls. Also, the GCs used in FoC are in Campaigns_Underworld_GC.xml, not Campaigns_Singleplayer.xml.
I would recommend creating your GC in a new xml file (either from scratch of by copy/paste/edit of an existing one) and then adding that file to the list in CampaignFiles.xml, that way you're less likely to mess anything up. Even so, remember to back up the original xmls or work on copies.
As the tutorial notes, you will need a copy of your GC for each playable faction (see the existing GCs for how this works). Also change the <Sort_Order> property of your GC so that it doesn't clash with the existing ones (there are six in Vanilla FoC).
To play your GC you can either:
- Put your edited files into ../SWFoC/Data/Xml and launch FoC. This method will conflict with any third party mods you have installed.
- Create a new mod folder in ../SWFoC/Mods and place your edited files into /Data/Xml within your "mod". To play either create a .bat file in /SWFoC (as done by the PlayStevesEwokMod installed with the Map Editor) or copy your FoC shortcut and add MODPATH=Mods\[whatever your mod folder is called] on the end of the "Target" property. This method works differently for the Steam version.
Note: By no means am i an expert at modding EAW/FoC, but i hope this gives you somewhere to start. You may find people with more modding experience on Filefront or EverythingEAW.

Edit: If you're looking for somewhere to start, i would suggest downloading and installing the FoC Map Editor, which will give you a copy of the source xml files to play with, and then maybe look at this tutorial for a modding overview.

Use the "Classic Matchup" GC map. I think it removes everything except Rebellion and Imperial forces.
