Factions.xml can be opened with notepad or a couple other programs. The space population cap can be changed there for each faction. I can't think of any reason why it would not work on the mod you downloaded.

Okay, I assumed you wanted a higher population in the space tactical map earlier since that is what everyone wants or has already done. What you want will take a little more work.
First, to open the .xml with notepad, right click the file and select Open with, then select notepad.
***Everything in an .xml file is important, so be sure while using notepad you don't delete anything other than values***
In this case, if you want a higher galactic population cap, the only way I think you can do that is by increasing the values on the planets. I would guess that doubling the value would work.
Each planet in the planet.xml has this tag:
<Additional_Population_Capacity>#</Additional_Population_Capacity> with the # being whatever value. So if it is a 5, you may want to increase it to 8 or 10 for each planet.
This will effect all maps using these planets in this mod.

I've never messed with <Land_Skirmish_Unit_Cap_By_Player_Count> myself. Maybe someone else can tell you how that one works since I have never played with it.

I know one way to do it if you want to change it in conquest, but it's not the same for skirmish. And you may have a problem with the interface after invading a planet since the display only holds 10 units, which you can't change. So if you invade with more than 10 units, after the battle you may need to move all the units off the planet IN THE GALACTIC VIEW ONLY before you can zoom in. I've had exception errors when I zoomed in on planets that I just invaded with more than 10 units. But if you just remember that, no problems.
Just PM me if you want to know how to do that.

Find the units XML files and change their Affiltration to whatever faction you want. Then go to Groundsctructures.XML or something like that.
You should find a list of objects that would say "Tactical Buildable Objects" or something like that. Put a new line in with your units name.
Sorry if I'm not clear, I'm more used to XML editing space things.
A/N There is WAY more than seven units in z3r0x V3.5. I know because I have it.
